INTRODUCTION
The City of Torrington represents the largest urban area in the Northwest Region of Connecticut. Its Downtown area has been developed over the past decades to suit its residents, and to serve the community and business interests of the Region and the State. Like most central cities in New England, Torrington has a great heritage, and its people have great pride. Both have stemmed from a constant quest to provide the forethought and initiative necessary to develop and nurture a dynamic commonwealth for the present and future. As a center for business, education and culture, Torrington must continue to identify and protect its legacy, while adapting to the current needs of its broad based community.
In that light, the City's short and long term opportunities for economic development and growth can only flow from in-depth evaluation of its strengths, as well as comprehensive planning and control of its resources. At present, and via this document, the City leaders from both the public and private sectors, in conjunction with residents, businesspersons and interest groups, have sought to prudently plan for the future. This study, its process, and the resulting product represent an effort and consensus aimed at urban growth and revitalization within the framework of Torrington's past, present and future.
