Zoning & Subdivision Regulations updated 2/26/09.
PLANNING:
Function: To prepare plans for the development of the City for the use of land for residential, recreation, commercial, industrial, and other purposes. To recommend thoroughfares, parks, and other public improvements.
ZONING:
Function: To regulate the height and setbacks of buildings, the use of land, the number of parking spaces, and the minimum size of building lots. Perform inspections for all zoning permits issued, issue all zoning violations, certificate of compliances, and checks compliance for certificate of occupancy.
The Commission reviewed 14 applications for Special Exceptions, 45 Site Plan applications, 2 zone change petitions, 11 subdivision/resubdivision applications and two zoning regulation changes. Under Section 8.24 of the Connecticut General Statutes, the Commission reviewed and approved 3 applications.
Some of the applications included the demolition and rebuilding of the Cumberlands Farm convenience store on South Main Street, the Senior Center Addition on East Albert Street, the new LARC facility on Main Street, renovation and addition to the Susan B. Anthony building on 179 Water Street, medical office addition to the building on Commercial Blvd./Kennedy Drive, and a new restaurant/retail building on upper East Main Street.
The Planning and Zoning Commission worked with the Park and Recreation Commission in the development of the Park and Recreation Commissions Master Plan.
The Planning and Zoning Department Staff issued 461 Zoning Permits for new construction, additions, accessory structures, conversions and change of uses.
52 Certificates of Compliance were issued. Regular inspections are made to determine compliance for all permitted work, prior to signing off on the Certificate of Occupancy.
PUBLIC NOTICE REGISTRY
The Torrington Planning & Zoning Commission does hereby give notice that it has established a Public Notice Registry pursuant to Public Act 06-80. Landowners and Electors of the City ofTorrington, as well as non-profit organizations, may request to be placed on this Registry. Those placed on the Registry will be entitled to recieve advance notice by mail or by electronic mail of Public Hearings associated with any change in Zoning Regulations or Boundaries, Subdivsiion Regulations or any amendment to the PLan of Conservation & Development.
